Due to its importance, (HRIS) was newly implemented to service industry organizations in Lebanon, mainly hospitals, banks and universities. We aim in this exploratory research as it is the first attempt done in Lebanon, to focus on the current scenario of HRIS in Lebanon looking at the various aspects of (HRM), taking universities as a sample of our study. Respondents from all 37 Lebanese universities are taken to observe research objectives, through a survey done with the assistance of a questionnaire. According to research results, although the impact of HRIS was valuable, its impact did not reach its prospective in this area of study.

This conceptual paper proposes a framework that envisions the multi-level phenomenon of open innovation (OI) and tries to enhance the understanding of multi-level OI process. The authors used the results of a content, context and process framework (CCP) applied to shape the strategic change in OI, to define the interlinking of OI appropriate factors. This paper also considers the ongoing trend toward a more OI culture and encapsulated policy guidelines, activities and roles that each actor at the intra, inter and extra level of analysis must operate at the individuals, groups, organisation, ecosystems/communities, regions and the entire national innovation system. This multi-level framework suggests new paradigm and research agenda for new theoretical and empirical formulations for OI that could be used by policy makers in their policy analysis in the assessment of their plans for a more evidence-informed holistic OI policy making practice.

The current study investigates the limits in the understanding of multi-level OI phenomenon. The authors placed the content, context and process (CCP) elements, within an interpretive methodology, to define the interlinking of OI appropriate factors. Supported by current thinking on OI research and relying upon recent theoretical propositions, the proposed (CCP) framework integrates the elements that will contribute to achieve optimal understanding of multi-level OI phenomenon. The consideration of internal and external OI context aspects and the use of holistic perspective supports innovation decision-makers and policymakers in public and private sectors with a relevant analytical tool for making decisions on OI policies. As This paper proposes a multi-level framework to spread conceptual themes and experiences of OI in modern society; it suggests new paradigm and research agenda for new theoretical and empirical formulations for OI as a part of the field of innovation.

This contributes to identifying the (policy) framework and unifying visions between (political) forces/parties around the strategic construction of the modern state that is capable of adapting to challenges in the nation’s strategic environment, during the era of knowledge in the 21 century”.
